CHAPTER 6 - MISCELLANEOUS 6-1.
Applicability of Rules, Directives, Regulations. Flight
crew members are responsible for operating an aircraft in accordance with
all laws, rules, regulations, FAA Orders, and directives ("rules") in
effect at the time of a mission.
AR 95-1, para 5-1, says, in part, "Specific paragraphs in FAR Part
91, subparts A and B, that do not exempt military aircraft or flight crew
members apply to flights in the National Airspace System (NAS)…" While
this is accurate, flight crews must recognize this statement does not
completely describe the responsibilities involved, i.e., that flight crews
must comply with all the rest of the rules. As an example, taping the position
lights on an aircraft and performing night vision goggle flight training
may violate 14 CFR part 27.
Every flight crew member must be aware of his responsibility to be
familiar with the rules of the nation in which he operates. This legal obligation applies
worldwide, and varies depending on the airspace rules for the sovereign
country. 6-2.
Military Aircrew Information Service (MAIS).
a. MAIS. MAIS is a web-based, flight
weather and notice to airmen (NOTAM) capability for active and reserve
aircrews to receive rapid updates on flying weather for flight
planning. MAIS is designed as
an acceptable ALTERNATIVE flight weather briefing to help facilitate the
flight weather briefing process.
However, MAIS is not intended to replace current USAF aircrew
flight weather briefing support at Army facilities . The Army priority for obtaining a formal DD
Form 175-1 weather brief is:

US Military weather forecaster
(2) Combat weather
team (CWT) or operational weather squadron (OWS)
(3) Regional weather
hub or OWS (4) Military aircrew information service (MAIS)
(5) Other military or government weather service MAIS is currently available for use. b.
Operation. To use
MAIS, the user must have laptop or PC with a minimum 100 MHz processor, 16
MB of RAM, VGA monitor, and a 28.8 KPS modem. Operating system requirement is
Windows 3.1 or higher. MAIS
satisfies the intent of AR 95-1 as an alternative military source of
weather information. 6-3. Use
of Comm Card. The form shown
at Figure 26 below may be used for submitting changes, additions, or
deletions to the Army Aviation Flight Information Bulletin and the DOD
Flight Information Publication (FLIP). These pre-addressed COMM CARDS are
available on request.

ATC Coordination Office, or download from the USAASA web site. See AR
95-2 for more information. NOTE: DO NOT use the white NIMA Quality Feedback Card
found in the FLIP Enroute Supplements to submit changes to FLIP. USE the NIMA card for quality
issues such as quality of paper or print. Submitting changes to FLIP via the
NIMA card will delay publication by as much as 3 months. Figure 26.
